Highland prepares for new growth with sewer line upgrade

Highland City officials have approved a major upgrade to the city's sewer lines on 10400 North from 5950 West to 5600 West and 10400 North to 10480 North on 5600 West. As a result of new development, the line is at 75 percent of capacity, city officials say. Additional capacity is needed to serve proposed developments in the Towne Center and undeveloped property within the service area.
Kilgore Contacting was the low bid on the project at $639,791 and was awarded the project on April 11. The 10-inch line will be upgraded with 12-inch PVC piping. The project also includes replacement of asphalt on of 10400 North from 5600 West to the Alpine Highway.
The project will be totally funded by sewer impact fees. The city received seven bids on the project. Construction on the project is expected to begin as soon as school gets out.
Before the project was approved, City Councilman Brian Braithwaite asked if the road across the street from Mountain Ridge Junior High School located at 5525 W. 10400 North would be fixed.
"There is roughly a two-foot dip from the road into the gutter," he said.
City Engineer Todd Trane responded that that section of the road is included in the proposed project. Trane said that reconstruction of 10400 North is not scheduled until 2020 in the city's priority plan, but doing the asphalt replacement on this section of the road as part of the bigger project would mean a 15 percent cost savings.
